Appeal
If you are aggrieved with the decisions of Asst.R.T.O , Dy .R.T.O., or R.T.O.'s order related to licence ,registration ,permit , tax matters or any other matter related to R.T.O office you can appeal to the higher authorities .
How to apply ?
Nature of appeal

Learner's & permanent licence, renewal of licence, suspension of licence , or appeal against any order of licensing authority (section[17] )

Within 30 days of the service of the order

50 Transport commissioner
Refusal to issue, renew or revoke conductor's licence by the licensing authority      [section (33) ]
Within 30 days of the service of the order 20
1-Transport  commissioner (for Mumbai)
2-District Magistrate (other than Mumbai)
Aggrieved by an order of the registering authority related to temporary registration, new registration , renewal of registration ,transfer of ownership  ,alteration in vehicle suspension & cancellation of registration, NOC (section [57] )
Within 30 days of the service of the order 150 Transport commissioner
Aggrieved by the order of state transport authority or regional transport authority related to refusal to grant a permit, revocation or suspension of the permit, variation of conditions of the permit , refusal of transfer the permit , refusal to countersign the permit , refusal of renewal of [section (89) ]
Within 30 days of the service of the order 150 State transport appellate tribunal
Aggrieved by the decision of inspector of motor vehicle related to certificate of fitness [section (57) ]
Within 30 days of the service of the order 150 Concerned registering authority

Aggrieved by the order passed by any police officer or an inspector of motor vehicles in respect of suspension of registration under 
[ section 53 (1)(b)(M.M.V rule 43 (2) ]

Within 30 days of the service of the order 150 Concerned registering authority

Aggrieved by an award of claims tribunal
[section (173) ]

Within 90 days from the date of award Nil High court
Aggrieved by any order of taxation authority related to levy of tax , refund of tax & nonuse etc(BMV Tax Act, 14) .
Within 30 days from the date of order 25 Transport commissioner
Aggrieved by the revocation of the authorisation of person approved to fill up the forms
Within 30 days from the date of order 200 Transport commissioner
